Diaper Outreach Program

 Why is diaper outreach important?

  • In Williamsburg 18.8% of residents live below the poverty level which is nearly double the Virginia average. (U.S. Census Bureau, 2025).
  • 46% of U.S. families with young children experience diaper insecurity (National Diaper Bank Network, 2024).
  • About 1 in 4 families with diaper need skip meals to afford diapers (The NBDN Diaper Check, 2024).
  • Only 16% of families with diaper insecurity receive help from diaper banks (The NBDN Diaper Check, 2024).
  • Diapers are not covered by most federal assistance programs (e.g., SNAP, WIC), making them a major out-of-pocket expense (National Diaper Bank Network, 2020). 
  • Parents are often forced to reuse diapers leading to diaper rash and urinary tract infections placing a strain on our healthcare systems.
  • Childcare requires moms to provide a day's supply of diapers or they are turned away keeping moms from being able to work.

Our diaper bank was started by psychology master’s student Caroline Kelsey  (class of 2015) and undergrad Constance Hull (class of 2016), and is a registered part of the National Diaper Bank network, serving the greater Williamsburg Area. It was created in the fall of 2014 to address the unmet diaper need in Williamsburg. To learn more about our diaper bank, click here.

The Healthy Beginnings Diaper Outreach Program distributes over 800 diapers and period products to those in need in the Williamsburg community through several community partners:
  • Williamsburg Public Housing
  • Child Development Resources (CDR)
  • Williamsburg WIC program

We have historically been supported through fundraising efforts and generous donations from the Williamsburg community, as well as the following organizations: 

  • Williamsburg House of Mercy
  • Sylvia's Sisters
  • W&M's Tribefunding Initiative
  • W&M Office of Civic and Community Engagement
  • W&M Alpha Phi Omega
  • The Walmart Foundation
     We also rely on individual donations! 
  • We accept all sizes of diapers, premie through pull-ups, in new or open packages!
  • We are most frequently in need of larger sizes, including 4, 5, 6, and pull-ups!
